Regulatory Information
Who we are, what Pickup Charter is and is not, and the licences and registrations behind each vertical.
Updated 2 November 2026 · 20 min read
Version 3.0. Effective 2 November 2026.
In short
- Pickup Charter is run by Pickup Technology Limited, a Nigerian company. We are a booking platform and the operator's limited payment collection agent. We do not own, operate, crew, fuel, pilot or navigate any car, boat or aircraft, and we do not employ chauffeurs, captains or pilots.
- Independent licensed operators provide every trip. Your contract of carriage is with them. Pickup is never the carrier.
- Pickup has applied for the Lagos State Service Entity Permit in the car rental (chauffeur hire) category. Car bookings in Lagos open once it is granted. Pickup is not a ride hailing or e hailing service.
- We hold no Air Operator's Certificate and operate no vessel. Jets are flown only by operators that hold their own Air Operator's Certificate, and Pickup acts as that holder's agent. Boats are run only by operators that hold their own waterways permits.
- A Lagos State road levy applies to car trips and is shown as its own line at checkout. It is held for remittance and is not Pickup's revenue.
- We share chauffeur, vehicle, trip and accident data with the Lagos Ministry where the law requires it, and no guest trip histories. We give other personal data to authorities only under a court order or warrant, for an immediate risk to life, or where a statute compels it.
- Pickup checks insurance documents but does not sell insurance, and it names no insurer. Every operator holds its own commercial insurance.
- We are registered with the Nigeria Data Protection Commission (NDPC/DCP/14883).
This summary is for convenience only. The numbered sections below give the full information and govern if there is any difference.

1.1 Pickup Charter is a trading name, not a separate legal person.
1.2 Pickup Technology Limited is the company that contracts with Guests, Operators, crew, corporate clients, affiliates and referrers. It collects payments as each Operator's limited payment collection agent. It is the applicant for the Lagos State Service Entity Permit.
1.3 Pickup Technology Limited (also written PICKUP TECHNOLOGY LTD) is the only Pickup company. It has no subsidiaries.
1.4 Pickup has a Data Protection Officer, reached at privacy@pickupltd.com. Anti money laundering questions go to legal@pickupltd.com.
2. What Pickup is
2.1 A technology marketplace for chauffeur driven cars, crewed boats and yachts, and private jet charter.
2.2 We provide discovery, verification, booking, payment collection as the Operator's limited payment collection agent, messaging, support and dispute resolution. For jets, we act as agent of the Air Operator's Certificate holder.
2.3 Independent licensed Operators provide the service. They set their own prices and rules, and control their own hiring, pay, shifts and whether to accept a trip. The contract of carriage is between the Guest and the Operator. Pickup is never the carrier.
3. What Pickup is not
3.1 Not a transport operator, carrier, airline, air operator, charter operator, vessel operator or tour operator.
3.2 Not an owner, lessor or operator of any vehicle, vessel or aircraft, and not an employer of chauffeurs, captains, crew or pilots. Crew are engaged by their Operators, never by Pickup, and one crew account may be linked to several Operators, as the Crew Terms explain.
3.3 Not a bank, deposit taker, e-money issuer, payment service provider or escrow agent. Payments are processed by Flutterwave, a licensed payment provider. Pickup collects as the Operator's limited payment collection agent. The money stays in Pickup's balance with Flutterwave until it is paid to the Operator by transfer or refunded. Guests pay in naira, and any other currency shown is for display only. Pickup never sees or stores full card numbers, and cards are tokenised by the provider. Operator payouts are made in naira to the Operator's verified Nigerian business account, 1 hour after the trip ends (for jets, 1 hour after landing, and nothing for a flight that never left). Nothing is paid before the trip, and Bookings of 7 days or more pay weekly. The same timing applies to every Operator from its first trip. A Booking or Operator flagged by fraud and risk rules or staff review waits up to 72 hours, an open case holds the whole payout for that Booking until it is decided, and a staff hold for a fraud or money laundering check lasts until it is cleared. No code is used. Car and boat trips start automatically at the booked time unless the ID check they need is not on file, and flights start at wheels up. The Payments Terms give the detail.
3.4 Not an insurer, insurance broker or agent. Pickup Charter is a booking platform and does not sell, provide or arrange insurance. Transport is provided by independent licensed operators who hold their own commercial insurance. Pickup checks the documents and names no insurer. See Insurance Information.
3.5 Not a provider of self drive hire, street hails, surge pricing, police escorts or armed security.
3.6 Not a security company. No armed escorts are arranged through Pickup. Security add ons are supplied only by private guard companies licensed by the Nigeria Security and Civil Defence Corps, always unarmed. A Guest may travel with lawfully assigned, on duty security personnel if the Operator consents. On duty state security officials lawfully authorised to carry are an exception to the Weapons and Prohibited Items Policy. NCAA and aviation security screening stays absolute on every jet segment.
3.7 Not an emergency service. The app has emergency contact alerts, and "Are you OK?" check-ins after a stop of 15 minutes on car and boat trips. In-app safety features are secondary information tools and do not constitute an emergency response service. Pickup does not guarantee continuous, uninterrupted live monitoring, and automated prompts do not shift emergency response duties away from public authorities. In an emergency, call 112.
4. Chauffeur driven cars in Lagos: the 2023 Lagos Regulation
4.1 The Regulation. The Amended Regulation for On-line Hailing Business and Taxi Cab Operation in Lagos State (2023) (the "2023 Lagos Regulation") was made by the Lagos State Ministry of Transportation (the "Ministry") under the Lagos State Transport Sector Reform Law 2018. It regulates platforms and operators that carry passengers by car for hire in Lagos State, and the Ministry licenses platforms through the Service Entity Permit. The Regulation is written mainly for ride hailing and taxi cab services, and has no separate section for car rental.
4.2 Our category. Pickup is a "Service Entity" (also called a "Support Entity"): an app that does not own or operate vehicles but connects vehicle owners with passengers (section 3.2.3(a)). Its category is car rental (chauffeur hire). It is not a ride hailing or e hailing service: every car Booking is requested and booked in advance with the Operator for a defined period or service, always with a chauffeur, with no street hails and no on demand point to point hailing.
4.3 The permit. Pickup has applied for the Lagos State Service Entity Permit in the car rental (chauffeur hire) category. It submitted its letter of intent on 15 September 2026. Until it is granted, Pickup takes no car Booking in Lagos. The duties of a permit holder in section 4.5 apply from the date of grant.
4.4 Who may join as a car Operator. Any registered company with its own fleet that holds its own commercial transport and vehicle licences, and provides commercial registration, Lagos permit, tracking device data, inspection logs and the vehicle tag, provided every vehicle is licensed and insured for hire, and every chauffeur meets the required checks: an ID check, an FRSC driving licence for the vehicle class, and the Operator's confirmation. The Lagos driver's badge, LASDRI certificate and LASRRA card are collected when available and become required on at least 30 days' notice. The full list is in Verification and Compliance.
4.5 How Pickup meets the Regulation. Where the table cites the Regulation, Pickup applies that standard to car trips in Lagos as its own.
| Standard (with the Regulation section it follows) | How Pickup meets it |
|---|---|
| Operators must be registered under a licensed Service Entity Permit; no single operator is licensed on its own (section 4.1A VIII) | Every car Operator on Pickup in Lagos is registered under Pickup's permit once it is granted (Operator Agreement). An Operator that only lists on Pickup does not need its own Operator's Provisional Licence, which applies to operators that also run their own app (section 4.1B) |
| Weekly and monthly reports to the Ministry of driver details and trip data: the driver's name, phone number, email address, driver's licence, vehicle licence and NIN (sections 4.1A X and 4.2.1(a)) | Reports built from the verification and trip record, filed from the date of grant. Operators and chauffeurs are told in their terms and the Privacy Policy |
| Weekly and monthly reports of accidents during active trips (section 4.1A XI) | Operators report incidents to Pickup within 24 hours (Operator Agreement), and Pickup includes them in its reports to the Ministry |
| Data made available to the Ministry's auditors to verify reports (section 4.2.1(b)) | Records kept and made available on lawful request |
| A "Ride Hailing Insurance package" for ride hailing Service Entities (section 4.1A XIII; see also 4.2.1(c)) | Pickup's category is car rental (chauffeur hire). Pickup does not sell insurance. Each car Operator holds its own commercial motor insurance that covers passengers, at the minimums in the Operator Agreement. If the Ministry decides these requirements apply to Pickup's category, Pickup and its car Operators meet them |
| Road levy on each trip, payable by operators (section 4.1A V) | Collected and remitted as section 5 describes |
| Quarterly meetings with the Ministry for operational updates (section 4.1A VII) | A nominated Pickup officer attends from the date of grant |
| Permit renewal, begun 3 months before expiry; the provisional licence is valid for the first two years subject to annual renewal (section 4.1A VI) | Renewal diarised and begun 3 months before expiry |
| Licensed drivers: at least 21 and a Nigerian citizen, literate, national driving licence, LASDRI certificate of competence, driver's badge carried at all times, LASRRA card; no street hails (sections 4.1D and 4.2.5 to 4.2.8) | The FRSC licence is checked before assignment. The Operator warrants age, citizenship and literacy. LASDRI, badge and LASRRA are collected when available and required on at least 30 days' notice (Verification and Compliance) |
| Vehicles: within 3 years of manufacture when first used and no more than 10 years in service (corporate taxi), at least 1.3 litres, tracking device, permanent air conditioning, safety features compliance form, roadworthiness certification, annual Special Taxicab Inspection, clean and undamaged (sections 3.10 to 3.12) | Operators provide the documents Verification and Compliance lists, and warrant the rest. Pickup may ask for evidence |
| Driving hours: no more than 5.5 hours continuous driving and 10.5 hours in any 24 hours (Transport Sector Reform Law 2018, as listed in section 3.1 of the Regulation) | Operators plan breaks on long Bookings (Operator Standards); chauffeurs are bound by the Crew Terms; the limits count all of a chauffeur's driving, for every Operator |
4.6 Control. The Regulation provides that a Service Entity is not deemed to control, direct or manage vehicles or drivers except where it expressly agrees to do so by written contract (section 4.2.9), and that a Service Entity is not an "Operator" within the meaning of Schedule 7 of the Transport Sector Reform Law 2018 (section 4.2.10). Pickup does not agree to control, direct or manage any vehicle or driver. Operators control their own hiring, pay, shifts and trips.
4.7 Enforcement. If a Service Entity or operator fails to comply, the Regulation provides for a query on the first failure, then suspension for 14 days with a fine until it complies, and revocation of the licence if the failure continues after 14 days (Part 5, A and C). A Service Entity or operator whose driver breaks the rules and who fails to call the driver to order is liable to the same query and suspension (Part 5, E). Drivers are penalised under the Transport Sector Reform Law 2018 (Part 5, B and D). Operators cooperate with Pickup so it can meet these duties, and indemnify Pickup for fines caused by their drivers (Operator Agreement).
4.8 Outside Lagos. A car trip that leaves Lagos State may need permits, registration or insurance endorsements under the law of the other state. These are the Operator's responsibility. Pickup's Lagos permit does not extend to them.
5. Road levy: collection and remittance
5.1 What it is. A Lagos State road levy applies to car trips and is shown as its own line at checkout. The 2023 Lagos Regulation makes a levy payable by operators on each trip (section 4.1A V). Pickup collects it on car Bookings only. It does not apply to boats or jets.
5.2 How it is shown. The levy is part of the all in price on the Listing and appears at checkout as an amount, on its own statutory line. It is never shown as a rate, and it is not absorbed or hidden in another line.
5.3 How it is collected. Pickup collects the levy as the Operator's agent, on the Operator's behalf, under the Operator Agreement. It is a pass through amount, not Pickup's revenue. No VAT, commission or service fee is charged on it.
5.4 Remittance. Pickup takes no car Booking in Lagos before the permit is granted. Any levy collected is held for remittance and is not Pickup's revenue.
5.5 Cancelled trips. The levy is remitted only for trips that take place. If a car trip does not take place, the levy is refunded to the Guest in full, whoever cancels.
5.6 Other statutory charges. For charter flights, the Operator, as AOC holder and carrier, includes the NCAA's statutory sales charge in its price and accounts for it: it is solely responsible for calculating, reporting and remitting it. Pickup charges VAT on its own service fee as the Nigeria Tax Act 2025 requires, and the VAT on its commission sits inside the commission. It accounts for that VAT to the Nigeria Revenue Service (NRS). Where the NRS designates Pickup as a collection agent, Pickup collects and remits as the NRS directs.
6. Boats and jets
| Area | Authority | Pickup's position | Operator requirement |
|---|---|---|---|
| Crewed boats and yachts | Lagos State Waterways Authority (LASWA); National Inland Waterways Authority (NIWA); Nigerian Maritime Administration and Safety Agency (NIMASA) | Pickup owns, operates and crews no vessel, and holds no waterways permit. Waterways permits attach to the operator and the vessel, and every boat Operator on Pickup holds its own. Pickup does not control third party jetties and does not promise they are safe | The Operator's own licence or permit from LASWA for Lagos waters and from NIWA or NIMASA as applicable; vessel registration and survey; approved capacity, with infants counted; a captain with a NIMASA-recognised certificate of competency and seafarer medical certificate, and any LASWA licence; marine insurance for passenger liability, third party liability and hull; life jackets worn by everyone aboard, including crew, at all times on deck and in any tender; daylight only, which Operators cannot switch off |
| Private jet charter | Nigeria Civil Aviation Authority (NCAA) | Pickup lists charter flights and acts as agent of the Air Operator's Certificate holder, taking Bookings and payment as the Operator's limited payment collection agent. It is not an air operator, holds no Air Operator's Certificate, operates no aircraft and does not sell flights in its own name. Each flight is sold and operated under the AOC of the Operator named as carrier on the Listing | Its own Air Operator's Certificate under the Civil Aviation Act 2022 and the Nigeria Civil Aviation Regulations; each aircraft on the operations specifications; the insurance the NCAA requires of AOC holders, complying with the Montreal Convention; licensed crew; approved capacity, with infants counted; named as the Operator and carrier on every Listing; accounts for NCAA charges |
7. Other licensing and registration
| Area | Authority | Pickup's position | Operator requirement |
|---|---|---|---|
| Security add ons | Nigeria Security and Civil Defence Corps (NSCDC) | Pickup supplies no security services | Private guard company licence; unarmed only |
| Data protection | Nigeria Data Protection Commission (NDPC) | Registered as a data controller and processor of major importance under the Nigeria Data Protection Act 2023 (NDPC/DCP/14883), with a Data Protection Officer | Each Operator is an independent controller of the Guest and crew data it receives, and protects it under the same law |
| Anti money laundering | Special Control Unit against Money Laundering (SCUML), EFCC; Nigerian Financial Intelligence Unit (NFIU) | Pickup follows the Money Laundering (Prevention and Prohibition) Act 2022. Staff carry out extra checks on every Booking paid over ₦5,000,000 | Operators warrant that no sanctions apply to them, may be screened at any time, and follow the off platform payment and financial crime rules in the Operator Agreement |
| Consumer protection | Federal Competition and Consumer Protection Commission (FCCPC) | Subject to the Federal Competition and Consumer Protection Act 2018, including its rules on all in pricing | Same |
| Payments | Central Bank of Nigeria | Pickup holds no payment licence. Flutterwave, a licensed payment provider, processes payments, and Pickup acts only as the Operator's limited payment collection agent (section 3.3) | Settlement to a verified Nigerian business account in the Operator's name only |
| Insurance | National Insurance Commission (NAICOM) | Not an insurer, broker or agent. Checks the documents, does not sell insurance and names no insurer | Its own commercial insurance with a NAICOM licensed insurer, under the Motor Vehicles (Third Party Insurance) Act for cars and as NAICOM, LASWA and the NCAA require |
7.1 Pickup Technology Limited is registered with the Nigeria Data Protection Commission (NDPC) as a data controller and processor of major importance under the Nigeria Data Protection Act 2023 (registration ID NDPC/DCP/14883, valid from 17 September 2026 to 17 September 2027). It renews the registration before it expires.
8. Sharing data with regulators
8.1 The principle. We do not disclose personal location, messages or passport details to law enforcement without a court order or warrant, unless there is an immediate, verifiable risk to life, or a statute compels it. Each request logs the officer's identity and badge number, the legal instrument, the justification and two approving staff. Our Law Enforcement Requests policy explains this. We share other personal data with a regulator or authority only where the law requires it. Compliance with a legal obligation is a lawful basis for processing under the Nigeria Data Protection Act 2023. We share the minimum needed.
8.2 Lagos State Ministry of Transportation. From the date the permit is granted, we give the Ministry, weekly and monthly, the driver, vehicle, trip and accident data the 2023 Lagos Regulation lists (sections 4.1A X and XI). The Regulation records the Ministry's undertaking to treat this data with the utmost confidentiality and not to disclose it to third parties without the Service Entity's prior consent (section 4.1A XII). These reports hold only what the Regulation requires, and no Guest trip histories. The Regulation does not list Guest personal data, and we do not give the Ministry Guest personal data unless it confirms in writing that the law requires it, and then only the minimum needed.
8.3 Aviation and waterways. The Operator, as carrier, makes the passenger, crew and incident reports the NCAA, LASWA, NIWA or NIMASA require. Pickup passes the passenger manifest to the Operator for that purpose and gives these authorities records only where the law requires it.
8.4 Data protection breaches. If a personal data breach is likely to put people's rights at risk, we notify the NDPC within 72 hours of becoming aware of it, and tell affected people without undue delay where the risk to them is high, as the Privacy Policy explains. Operators must tell us of a breach affecting Platform data within 24 hours.
8.5 Financial crime and tax. Pickup files the reports the Money Laundering (Prevention and Prohibition) Act 2022 requires of it, including suspicious transaction reports to the Nigerian Financial Intelligence Unit, and we give the NRS and other tax authorities the information the law requires.
8.6 Telling you. We tell users about a request for their data unless the law or the investigation prevents it.
9. What Pickup does not claim
9.1 Pickup holds only the licences, permits and registrations this page lists as held. Nothing on the Platform states or implies any other.
9.2 In particular, Pickup does not claim:
(a) to hold the Lagos State Service Entity Permit, which it has applied for, or any other transport licence; (b) to hold an Air Operator's Certificate or any other NCAA licence or registration, or to operate, crew or fly any aircraft; (c) to hold a waterways permit, or to operate or crew any vessel; (d) to be licensed as a ride hailing or e hailing service; (e) to be a bank, payment service provider or escrow agent; (f) to provide, sell or arrange insurance; (g) that any regulator has approved or endorsed Pickup, an Operator, a Listing or these documents; (h) that verification on Pickup is a certificate of an Operator's compliance; or (i) to provide security, emergency or 24 hour safety services.
10. Where we operate
10.1 Pickup takes boat Bookings in Lagos State, and jet Bookings on flights from Lagos and Abuja. Car Bookings in Lagos State open once the Service Entity Permit is granted.
10.2 Pickup takes Bookings in a state or country only where the approvals for that place are in place. Before Bookings open in a new state or country, this page lists the approvals that apply there.
11. Pricing
11.1 Operators set their prices. A platform commission applies to Operators on completed Bookings, at the rates in each Operator's Fee Schedule. It includes VAT, and nothing is added on top. Guests pay a service fee, with VAT on that fee shown as its own line at checkout. No fee is published as a percentage. The price a Guest sees on a Listing and in search results is one complete, all in price, including the service fee, VAT and any mandatory charges or levies, as the Federal Competition and Consumer Protection Act 2018 requires. The amount charged at checkout matches that price for the same trip details. There is no surge pricing.
12. Reporting a regulatory concern
12.1 Email legal@pickupltd.com. Your message is received when it reaches that address. Authorities requesting data should follow our Law Enforcement Requests policy. Formal court process is served at Pickup's registered office, as the rules of court require; the full address is on the Corporate Affairs Commission's public register.
12.2 This page is information, not a contract. It is governed by the laws of the Federal Republic of Nigeria.
